Issues on signup

Am building a survilliance system using Esri API and I will like my app users to signup with their Mobile contacts which will be verified via SMS protocols. Is there any issues with that

  Hello - Do you mean are there any technical issues with doing that, i.e., are there blocks in the software with including this kind of functionality? Or, do you mean are there issues within the contest rules about doing this?

  There are no specific contest rules precluding this type of functionality in the app.

  Technically, the SDK license of the Operating System will govern what you can/cannot do with the personal information such as Mobile contacts. Esri API/SDK licensing does not govern this type of functionality.
